立法會三讀通過劏房租務管制的條例草案，強制規定劏房業主及租客簽訂租約要提供4年租住權保障，又禁止業主向租客濫收水電費。另外亦通過多項政府修正案，包括將續租的租金加幅上限收緊至10%。
有議員不滿政府未規管起始租金。運輸及房屋局局長陳帆說，現階段未掌握市場租金數據下設立起始租金，並不可行。他又表示修例只是第一步，稍後會適時檢討租管成效，有需要會考慮進一步措施。
